Carter charged with promoting child pornography

A 62-year-old Weatherby Lake man is being held without bond, charged with promotion of child pornography.

Michael Carter was charged Dec. 5 with manufacturing obscene material consisting of a girl estimated to be about eight years old. Carter was denied bond at the time of his arrest and his attorney last week filed a request to authorize a surety bond. He was set to appear before judge Quint Shafer this week.

According to court documents, the Platte County Sheriff’s Office received a tip from the National Center for Missing and Exploited Children in July, including 14 pictures. An investigation was launched with Carter’s internet provider responding to a subpoena.

The 14 photographs depicted young girls either fully nude, topless or dressed in lingerie. Carter’s residence was searched on Dec. 5 and Carter and another occupant of the residence were questioned. The occupant was able to confirm Carter’s email address and identify his iPad, which upon search contained multiple images of child pornography.

During the search, 19 items were recovered, including a 750 GB external hard drive containing thousands of images and videos of suspected child pornography. An initial review found more than 30,000 images of known child pornography. A folder potentially containing images labeled as of an eight-year-old girl at the Kansas Speedway was also located.
