Short-term rental approved despite public protests

Last week, residents turned out in opposition to a short-term rental in The National in Parkville.

The Parkville Board of Aldermen met Tuesday, April 4, approving the short-term rental conditional use permit for the Parkville Golf Lodge on a 5-2 vote.

Resident Chris Musgrave spoke of his concerns about the property, located on Allen Way, which is not part of the area’s homeowner’s association.

He asked the board to uphold the March decision of the Platte County Planning and Zoning Commission, which denied the application on a 3-4 vote.

Musgrave said both last week and in March that the property did not meet all criteria for use as a short-term rental and as such should not be approved.

Property owner Duke Maddox lives directly across from the condominium and submitted a letter in opposition, stating the structure has changed the neighborhood for the worse.

Alderman Stephen Melton said he understood the concerns, but he believed the owners were capable of competently managing the property and if not, the city has remedies, such as revocation of the conditional use permit allowing short-term rental usage.

Property owner Dale Brouk said the property had been used for short-term rentals since 2004.

Also at the meeting, the board rezoned property purchased by the Park Hill School District, allowing for construction of a neighborhood school.

At a recent meeting, the board waived the city’s fee charged to the Parkville Farmers Market due to the condition of the farmers market structure, which was hit by two trucks last summer and rendered unusable.
